Electrification is a count of connections, not of hours
Why a village can be “electrified” and still dark most evenings.
A binary that hides hours
Official electrification counts often record whether a settlement is connected. They do not, by themselves, record how many hours power is available, or at what voltage.
Physical capacity per person and hours of supply are different questions. Mixing them turns a coverage statistic into a claim about quality.
